Whenever you need a video to make you react with a "WTF" you need only look to the Japanese. The early Seventies Japanese kiddy show "Gimme Gimme Octopus" is about as "WTF" as "WTF" gets.
Toho produced over 260 episodes of this too bizarre for words program, such as this episode that appears to teach children about the dangers of voodoo or something. Each mind-blowing episode ran exactly 2 minutes and 41 seconds. It's like "Yo Gabba Gabba" if it were Japanese and on crack. I suspect this show wouldn't make much sense in any language.
